The IV Infrastructure Congress “Russian PPP Week” is held in Moscow from March 28 to March 31. The congress organiser is the PPP Development Centre with the participation of the relevant federal ministries and the support of the Chamber of Commerce and Industry of the Russian Federation and the Agency for Strategic Initiatives.
The third day of the Infrastructure Congress is dedicated to the best PPP practices in Russia. The managing partner of the RISE Capital Investment Group, Sergey Romashov, shared his experience and presented projects in the social and transport sectors.
The forum brought together leading experts in the field of concession and PPP legislation, representatives of large infrastructure companies, heads of relevant ministries and departments at the federal and regional levels. The key topics for discussion were the current and prospective PPP projects, the feasibility of developing standard solutions for inter-industry application, the competence of both public and private market players.
RISE Capital Managing Partner Sergey Romashov, Director of the Infrastructure and PPP Department of the Ministry of Health of the Russian Federation Andrey Kazutin, representatives of the Ministries of Economic Development of Novosibirsk and Samara regions, Managing Director of the Gazprombank PPP Centre Elena Bardasheva, and financial and technical consultants all took part in the panel discussion “PPP in the social sector: best practices and unresolved issues”. Sergey Romashov spoke about the prerequisites for the development of PPPs in the company and shared his experience of creating healthcare, education and cultural facilities. He also spoke about the need to develop the market of professional private operators that can bear the responsibility for implementing major PPP projects. This was also confirmed by representatives of financial institutions, who said that currently private partner companies are exposed to huge risks both when building facilities and during their operation.
Another sectoral session was devoted to the implementation of public-private partnership projects in the transport sector. One of the largest PPP projects in this area – the construction of a railway line from the village of Bovanenkovo to the port of Sabetta – was presented by Sergey Romashov. Talking about the main parameters of the project, he drew the attention of the session participants to the issue of evaluating large infrastructure projects from the point of view of their social and economic effect for the regions. This was a key topic of the discussion, in which the parties analysed the international experience of such an assessment and the possibility of adapting it to Russian projects.
“The PPP market is developing, its participants are developing the necessary competencies, experienced teams are forming, including in the transport sector. Now this experience needs to be extended to other industries. Russia requires a large-scale updating of its infrastructure inherited from the Soviet Union. This means not only roads, but also kindergartens, schools, hospitals and much more. We have formulated for ourselves a simple company mission – the construction of the country in which we live”, concluded Sergey Romashov.
